Trust Bureau
The Trust Bureau scores counterparties from receipt-backed history. Scores are weighted features and uncertainty. Enforcement uses the lower confidence bound (LCB), never a raw score alone.
No language model is involved in scoring.

Vendor features (observed path)
Built from durable receipts: order volume, delivery consistency, dispute signals, and similar. Marketplace listing features that Untch cannot observe are marked cold-start prior in the response. Priors are never presented as observed data.
Buyer hygiene
Buyer scores track patterns such as paying without acceptance criteria, late escalation resolution, and out-of-policy attempt rate. Hygiene annotates counterparty risk. It does not seize the buyer’s own funds.
Policy floor
Policies may set vendors.minScoreLCB. Preflight injects the latest vendor snapshot when the bureau is wired. Below floor: block or escalate per policy.
